Congressional Salary Act of 1989 - Amends the Federal Salary Act of 1967 to provide that the recommendations of the President relating to congressional salaries shall be of an advisory nature. Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that which is payable for such positions on the date of enactment of this Act.
