Amends the Bankruptcy Judges, United States Trustees, and Family Farmer Bankruptcy Act of 1986 to: (1) extend for five years Federal bankruptcy provisions concerning the debt adjustment of a family farmer with regular annual income; and (2) permit a court to extend the filing period for a bankruptcy plan by a family farmer only if the need for an extension is attributable to circumstances for which the debtor should not justly be held...
