Pesticide Reform Act of 1994 - Amends the Federal Food, Drug, and Cosmetic Act to replace provisions relating to tolerances for pesticide chemicals in or on raw agricultural commodities with provisions relating to tolerances and exemptions for pesticide chemical residues.
