Directs the Secretary of the Army to: (1) study, and prepare a comprehensive master plan for the management of, the Kankakee River Basin in Illinois and Indiana; and (2) prepare a feasibility report concerning the flood damage reduction and environmental enhancement measures described in the master plan. Authorizes appropriations.
