Directs the Secretary of the Treasury to instruct the U.S. executive directors to international financial institutions to oppose the admission of Cuba as a member of such institutions until Cuba holds free and fair internationally-supervised elections and commits to compensate U.S. persons for property expropriated in Cuba.
