Expanded East Coast Plan Rollback Act of 1993 - Directs the Administrator of the Federal Aviation Administration (Administrator) to modify the Expanded East Coast Plan by rerouting aircraft routes over the Atlantic Ocean and, when that is not practicable, rerouting such aircraft to air routes used before adoption of the Plan, as a means of reducing aviation noise in the States of New York and New Jersey.
