Constitutional Amendment - Provides for four-year terms for Members of the House of Representatives. Limits a Representative to three four-year terms or 12 years in the House. Provides that the election of a person to fill a vacancy in the House shall not be included in determining the number of times or years the person has been elected as a Representative.
