Freeze on Bank Fees Act of 1995 - Amends the Federal Deposit Insurance Act to prohibit any insured depository institution from imposing any fee on the average non-corporate taxpayer account ($3,000 or less), for two years, for more than the amount imposed for such fee as of the date of enactment of this Act.
