Stafford Disaster Relief and Emergency Assistance Act to make a State ineligible for assistance, other than essential assistance, under the Act if the State: (1) has received a loan or advance under the Act and is not in compliance with the repayment terms; and (2) in the two-year period preceding the application date for such assistance, has enacted laws that have reduced or are likely to reduce annual tax revenues...
