Social Security Continuing Disability Review Account Act of 1995 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to create in the Federal Disability Insurance Trust Fund a Continuing Disability Review Account as a mechanism for funding continuing disability reviews (CDRs) out of a portion of the savings derived from conducting such reviews.
