Criminal Aliens Federal Responsibility Act of 1995 - Requires the Federal Government to incarcerate or to reimburse State and local governments for the cost of incarcerating specified criminal aliens. Amends the Immigration and Nationality Act to provide for: (1) expedited deportation and exclusion of criminal aliens; and (2) detention of aliens subject to deportation on criminal or security grounds pending deportation proceedings.
