Deems a named individual to have had a current connection with the railroad industry at the time that his annuity under the Railroad Retirement Act of 1974 began to accrue for purposes of entitlement to supplemental annuity, survivor benefits, and other payments under the Act. Provides for payment of past supplemental annuity benefits to the individual.
