Pacific Insular Areas Fisheries Empowerment Act of 1995 - Amends the Magnuson Fishery Conservation and Management Act to declare that it is the policy of the Congress in the Act to assure that fishery resources adjacent to Pacific insular areas (PIAs) be explored, exploited, conserved, and managed for the benefit of the people of each such areas. Defines "Pacific Insular Area" as American Samoa, Guam, or the Northern Mariana Islands....
