Amends Federal law providing further continuing appropriations for FY 1996 to reimburse States that have: (1) used State funds to continue implementation of a Federal program from November 13 through 19, 1995; (2) incurred expenses in the process of furloughing certain federally funded employees during that period; or (3) incurred expenses in the process of reimbursing such employees.
