Provides that, for any period during FY 1996 or thereafter for which there is a lapse in appropriations for any agency or instrumentality of the Federal Government or the District of Columbia resulting from failure to enact appropriations legislation, there is hereby appropriated to such agencies or instrumentalities from the general fund of the Treasury sufficient amounts to compensate officers and employees performing emergency services...
