Amends the National Labor Relations Act to subject the U.S. Government (including the legislative branch) as an employer to the prohibition against unfair labor practices. Amends the Fair Labor Standards Act of 1938 to extend its coverage to the employees of any unit of the legislative branch whether or not the unit has positions in the competitive civil service.
