Directs the President to proclaim duty-free treatment of 3,3'- diaminobenzidine (Tetraamino Biphenyl) entered into the United States on or after January 1, 1995. Requires the Secretary of the Treasury to liquidate or reliquidate such entries, upon request, and to refund any duties paid.
