Amends the Federal criminal code (the code) to require public disclosure of amounts paid to court-appointed attorneys in certain criminal cases. Amends the Controlled Substances Act to require: (1) in capital cases, the rate of compensation paid to court-appointed attorneys to be not less than $75, and not more than $125, per hour for in-court and out-of-court time, with fees and expenses paid for investigative, expert, and other reasonably...
