Newborns' and Mothers' Health Protection Act of 1996 - Amends the Internal Revenue Code to impose a tax on an insurer, health maintenance organization (HMO), or group health plan sponsor that (if it provides any inpatient childbirth benefits for a mother or newborn) fails to provide: (1) inpatient benefits for a minimum period after delivery; and (2) if the mother or newborn are discharged before the end of that period, certain post-delivery...
