Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1999, the duty on: (1) caprolactam blocked methylene-bis-(4-phenylisocyanate); and (2) N,N,N1,N1-tetrakis (2-hydroxyethyl)-heaxane diamide (Beta Hydroxyalkylamide).
