Modifies the project for flood control and related purposes, Kickapoo River, Wisconsin, to direct the Secretary of the Army to transfer to Wisconsin all U.S. rights and interests to the LaFarge Dam and Lake in Vernon County, Wisconsin. Deauthorizes the dam and lake project after such transfer. Provides for interim project management and maintenance. Requires the Secretary to complete specified project features. Provides for project costs.
