Violent Crime Reduction Act of 1995 - Amends the Federal criminal code to prohibit the manufacture, transfer, importation, sale, or delivery of .25 or .32 caliber or nine millimeter ammunition, except for: (1) the use of the Federal Government or any State or local government; and (2) testing or experimenting authorized by the Secretary of the Treasury. Imposes a licensing fee of $1,000 per year upon manufacturers and importers of .25 or .32...
