Parole Commission Phaseout Act of 1996 - Amends the Sentencing Reform Act of 1984 to extend by five years the term of the United States Parole Commission. Authorizes the Commission to perform its functions with any quorum of Commissioners as the Commission may prescribe. Reduces the total number of Commissioners to two, effective December 31, 1999, and to one, the Commission Chairman, effective December 31, 2001. Authorizes that Commissioner...
