Directs the President to prohibit the entry, or withdrawal from warehouse for consumption, of certain Canadian grain products until the Secretary of Agriculture and the U.S. Trade Representative submit to the Congress a determination that Canada has removed the prohibition on the importation of U.S. durum wheat products for which there is insufficient evidence of the existence of karnal bunt.
