End the Trade Deficit Act - Establishes the Emergency Commission To End the Trade Deficit, whose purpose is to develop: (1) a trade policy plan to eliminate the U.S. trade deficit by the year 2006; and (2) a competitive trade policy for the 21st century. Authorizes appropriations.
