Health Care Quality Improvement Act Amendments of 1996 - Amends the Health Care Quality Improvement Act of 1986 to require, in a professional review action (PRA), the granting of a motion for summary judgment that PRA standards have been met unless, considering the evidence in the light most favorable to the opposing party, a reasonable finder of fact could conclude that the presumption that such standards have been met has been rebutted....
