Requires the Secretary of Health and Human Services to rescind approval of the demonstration project entitled the "Project on Work, Employment, Responsibility (POWER)" described in the welfare reform demonstration special application form submitted by the District of Columbia to the Secretary in August 1996 under specified provisions of the Social Security Act and approved by the Secretary on August 19, 1996.
