Safer Schools Act of 1996 - Amends the Gun-Free Schools Act of 1994 to require States, as a condition for receipt of Federal funds, to have in effect a State law or regulation providing that evidence that a student brought a weapon to a school under the jurisdiction of the local educational agencies in that State, obtained as a result of a search or seizure conducted on school premises, shall not be excluded in a school disciplinary proceeding...
