Prohibits: (1) the sale of defense articles under the Arms Export Control Act to or for the Royal Ulster Constabulary, the Ulster Defense Regiment, the Royal Irish Regiment, and any other organization in which anyone who previously was a member of a paramilitary association is a member; and (2) the issuance of licenses for exporting such articles, and the export of crime control and detection equipment for use by such entities.
