Bill Summary
Amends the Federal criminal code to prohibit any person from possessing or transferring a piece of handgun ammunition which is capable of being used to penetrate standard body armor. Provides exceptions. Requires the Secretary of the Treasury to: (1) determine the capability of ammunition to penetrate such armor; and (2) publish such determination in the Federal Register.
