Amends the Land and Water Conservation Fund Act of 1965 to allow the Secretary of the Interior in any fiscal year to withhold from the special Treasury account established for a Federal agency 100 percent of the fees and charges (such as recreational use fees) collected by such agency in connection with any National Park System (NPS) unit at which entrance or admission fees cannot be collected by reason of deed restrictions.
