Directs the Secretary of the Army, in the case of any individual for whom the Secretary waives the eligibility requirements for interment in Arlington National Cemetery, to: (1) furnish the name of such individual to the Senate and House Veterans' Affairs Committees; and (2) publish such name in the Federal Register. Mandates that such requirements be met before interment, or, in special circumstances, within five days after such interment....
