Substance Abuse Group Homes Amendments of 1997 - Amends the Public Health Service Act to require that State and local officials consult with the public regarding the establishment of a designated substance abuse recovery group home, its governing policies, and the effects of an established home on the community. Requires the officials to monitor the home residents' compliance with the conditions upon which the home was established.
