Northern Colorado Headwaters Wilderness Act of 1998 - Amends the Colorado Wilderness Act of 1993 to designate specified lands in the Arapaho and Roosevelt National Forests as wilderness. Directs the Forest Supervisor of the Arapaho National Forest to: (1) consult with the Commissioners of Clear Creek County, Colorado, and with residents in the immediate vicinity, to identify appropriate measures to regulate activities on national forest lands...
