Reenacts chapter 12 of the Federal Bankruptcy Code (Adjustment of Debts of a Family Farmer with Regular Annual Income) for the period beginning October 1, 1998, and ending on April 1, 1999 (thereby extending family farmer bankruptcy relief). Provides for the continuation of all cases and proceedings as if such chapter were continued in effect after April 1, 1999, including the substantive rights of parties in connection with such cases.
