Car Find Act of 1996 (sic) - Amends the Anti Car Theft Act of 1992 to direct the Attorney General to: (1) establish and publicize a toll-free telephone number for reporting stolen and abandoned vehicles; and (2) use such number to assist Federal, State, and local law enforcement officials, insurance carriers, and other appropriate persons.
