Rural Law Enforcement Act of 1997 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to establish: (1) at the University of Arkansas at Little Rock the National Center for Rural Law Enforcement; and (2) an Advisory Board to formulate, adopt, and publish guidelines governing the operation of the Center.
