Bill Summary
Small Community Air Service Act of 1996 - Authorizes the Secretary of Transportation to permit a State to impose a community air service fee on passengers of domestic and foreign air carriers boarding aircraft at an airport in the State to finance any of its small community air service programs. Sets forth certain limits on imposition of such fees and general requirements for a small community air service program.
