Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 - Establishes the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia and requires it to develop plans for comprehensive, coordinated, and timely Federal responses to: (1) harmful algal blooms; and (2) hypoxia in U.S. coastal waters.
