Authorizes a dependent of a U.S. Customs Service employee who resides in Puerto Rico, but not on a military installation, to enroll in a Department of Defense overseas dependents' educational program in Puerto Rico. Allows such dependent to be removed from such program only for good cause as determined by the Secretary of Defense.
