Small Business Enhancement Act of 1997 - Amends the Internal Revenue Code to increase to 100 percent the deduction for the health insurance costs of self-employed individuals. Directs the U.S. Trade Representative to establish a new position of Assistant U.S. Trade Representative for Small Business to promote exports by small businesses and to remove foreign impediments to the success of such undertakings.
