Sportsmen's Memorial Act of 1998 - Authorizes the Secretary of the Interior to permit the Sportsmen's Wildlife Foundation to establish in the District of Columbia or its environs a memorial to honor sportsmen. Prohibits the use of Federal funds in establishing the memorial.
