Plant Protection Act - Authorizes the Secretary of Agriculture (Secretary) to restrict the importation, movement, and means of conveyance of plants, plant products, biological control organisms, plant pests, and noxious weeds, (articles) in order to prevent their U.S. introduction and interstate movement.
