Civil Rights Act of 1997 - Allows any person aggrieved by an action of the Federal Government consisting of intentionally discriminating against, or granting a preference to, any person or group based in whole or in part on race, color, national origin, or sex to bring an action in a U.S. district court for appropriate relief (including back pay).
