Firearms Industry Responsibility Enforcement Act - Authorizes anyone damaged by the discharge of a firearm that had been in interstate commerce to bring a civil action in U.S. district court: (1) against the firearm manufacturer, distributor, or retailer who was negligent in its manufacture, distribution, or sale; and (2) on behalf of the State and the political subdivision thereof in which such individual resides to recover medical and law...
