Date Rape Prevention Act of 1999 - Directs the Attorney General to add ketamine hydrochloride and gamma y-hydroxybutyrate to schedule III of the Controlled Substances Act (CSA). Amends CSA and the Controlled Substances Import and Export Act to add penalties relating to such substances and their analogues.
