Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize not less than ten percent of the total amount made available to a State for residential substance abuse treatment for State prisoners to be used for grants to local correctional facilities in the State to assist jail-based substance abuse treatment programs.
