Save a Child Act of 1999 - Makes it unlawful, with such exceptions for law enforcement and other legitimate purposes as the Secretary of the Treasury by rule provides, to sell, purchase, or possess any firearm that is not approved by the Secretary. Prohibits the Secretary from approving the Intratec TEC-9 and similar weapons.
