Indian Gaming Regulatory Act Amendments of 1999 - Amends the Indian Gaming Regulatory Act to revise specified definitions and define "compact" and "management contract." Revises provisions regarding powers of the National Indian Gaming Commission and its Chairman. Repeals the Secretary of the Interior's interim gaming regulatory authority.
