Citizen Campaign Control Act of 1999 - Amends the Federal Election Campaign Act of 1971 to prohibit any candidate for election to the House of Representatives or the Senate from accepting more than half of his or her contributions from persons other than local individual residents of the district or State involved. Exempts from this prohibition any opponent of a candidate who makes expenditures of more than $250,000 from personal funds....
